I.2.1: Operational Information on Nature Conditions

The report present a Russian, national approach to resolving the problem of issuing operational information on natural conditions affecting transit ice operations along the NSR. The main problem is shown to be the poor framework structure, both regarding the technological part as well as the meaningful (content) aspects of the hydrometeorological information category.

It is suggested that the problem be considered in terms of the analysis of composite systems. The examples given, characterize a given composite system.
