This data set is prepared from Annex 1 and 3 of INSROP Working Paper no. 42,
prepared by INSROP Project I.4.1, and published in 1996. The source data points
are in a 2.5N x 5E degrees point grid, (0.5 degrees resolution). A value of
9999 identifies NODATA points.
