Building Capacity for the Clean Development Mechanism in
China: CDM Policy Building Support
The 'CDM Policy Building
Support' is a sub-project of UNDP's 'Building Capacity for the Clean
Development Mechanism in China' project. One purpose of the sub-project is to
identify the needs of key Chinese governmental institutions regarding national
and international CDM procedures and to share best practices with them.
Furthermore, the project aims at showing how these needs might be met and how
the procedures may be streamlined.
Two reports - Tendencies of
International CER Market and CDM Experiences in other Developing countries
and Update on International CER Market following Russian ratification and
CDM Experiences in other Developing countries - were submitted by FNI in
September and December 2004. These reports discussed issues such as pricing,
scale of market, what factors determine the market dynamics and contained a
market update following Russian ratification. Additionally, the reports
contained experiences with CDM from four countries: India, Indonesia, Brazil,
and Chile. The development of CDM in these countries have reached different
stages. The reports look into the following points: Entry into market, Approval
process, Supervision/monitoring, Tax revenue, Subsidies, Documents and basis
for examination and approval. Moreover, the reports discuss implications for
China with regard to the potential for the development of CDM project in China
and the challenges involved.
The final report, International CER
Market and CDM Experiences in Other Developing Countries, was submitted in
November 2005. It consists of the following four parts: Brief summary of work
carried out; update on market and developments; experiences and future trends
in other host countries; and concluding remarks on the market, developing
countries and implications for China.
