Implementation of Legal Measures for Protection of the
Regional Marine Environment: The Role of Maritime
Jurisdiction
The marine environment of the Adriatic Sea is
increasingly exposed to economic activities of a type and magnitude earlier
either not present or not in the current form and size. This especially relates
to the Eastern Adriatic, an area with well preserved marine environment so far.
Global and regional trends have brought new developments to that area, creating
in turn serious risks and potential threats to the marine environment and
resources. Two major developments in the Adriatic Sea include largely
unregulated and unreported, as well as some illegal fishing; and plans for
maritime transport of Russian (and Caspian region) oil exports by tankers
through the Adriatic, to supply markets elsewhere. Croatia, with a long
coastline and numerous islands in the Eastern Adriatic, and vital economic
interests related especially tourism, which is the countrys single
most important economy depends on well preserved marine environment. Is
Croatias regulatory and institutional framework for marine environmental
protection and fisheries management currently suited to meet such challenges?
Can regional cooperation offer better solutions? How to overcome open
jurisdictional issues? And how best to implement international instruments? Can
some of the Norwegian experiences be useful for Croatia? This project addressed
those questions through research and education cooperation.
