The Russian North: Federal Politics and Regional Consequences

The overarching theme of the project is Russian federal politics towards the Russian northern areas and the consequences of these politics in the regions. The project consists of two main parts. First, it involves an analysis of federal authorities' legal, political and economic measures towards the Russian North. Have the last decade's changes in Russian legislation limited the possibilities of federal authorities to influence the development of the state's northern areas? How have changes in the political-institutional framework affected the authorities' capability to pursue a uniform policy in the North? To what extent does the financial dependence of the Russian North on the federal centre counteract attempts at legal and political decentralisation? Second, several case studies of selected geographical areas and economic sectors are carried out under the project to investigate the extent to which the development is determined by federal measures or internal factors in the region.
