After first being denied by Russian leaders, the financial crisis is now making itself felt in the real economy in general as well as in the energy sector. The seminar investigated implications of relevance for Norwegian actors.

Shtokman and onshore Yamal have long been the main contestants of a Russian upstream seesaw policy claiming to give both projects equal priority. What are Gazprom’s real capabilities and how has the financial crisis changed the rules for Russian upstream development?
