Russian Interests, Options and
Intentions for the Previously Disputed Area and
Beyond

This Strategic Forum is devoted to the
groundbreaking delimitation agreement in the Barents Sea. The delimitation can
be of fundamental importance to Norways relations with Russia, Norwegian
actors and also Norwegian petroleum policy.
The RussCasp team has
therefore chosen to make a joint study for this forum to identify what agendas
may lay behind Russias sudden endorsement of the deal, and what
implications the agreement can have for Russian offshore activity in the
Barents Sea.
President Medvedev has in general focused on the need to
solve outstanding border disputes, but the delimitation agreement sets a new
stage for Norwegian-Russian Barents E&P. Is Russia opening up for more
cooperation to speed offshore development? What are the potential timeline
effects of the deal, and will Norwegian Petroleum policy have to turn from
proactive to responsive?
The RussCasp Delimitation Report will not
provide final answers to all these questions, but hopefully provide challenging
insights fuelling interesting discussions.
