How does China influence Arctic governance? This seminar presents key findings from the research project China in the Arctic: External Influence on Arctic Governance Mechanisms (ArcGov) with the project leader, FNI senior researcher Iselin Stensdal.

Project Overview

The ArcGov project examines how external actors, particularly China, influence and contribute to Arctic governance at three levels:

  • Global: China's engagement with international governance frameworks such as the Law of the Sea and the International Maritime Organization.
  • Regional: China's interactions with Arctic governance bodies such as the Arctic Council and the Central Arctic Ocean Fisheries Agreement.
  • Local: The impact of Chinese investment initiatives on Arctic communities and national economic governance, particularly in Norway.

Current Situation in 2025

The project has conducted interdisciplinary analyses of China’s role in the Arctic. Key findings include:

  • Economic dynamics: Chinese investments in Arctic projects create both opportunities and concerns, often shaped by competing narratives.
  • Political dynamics: China has strengthened its Arctic presence through strategic partnerships, including joint research initiatives and commercial ventures.

Seminar Goals

This seminar will share insights from the ArcGov project, integrating economic and political perspectives on China’s engagement in the Arctic. The goal is to provide a nuanced understanding of China’s role in Arctic governance and its broader implications.
