SAMMENDRAG: I denne artikkelen ser vi nærmere på Arktisk råds arbeidsgruppe AMAP. AMAP ble etablert i 1991 og er en av de viktigste arbeidsgruppene i Arktisk råd. Arbeidsgruppen har en lang historie med miljø- og klimaovervåking i Arktis. Vi ser nærmere på AMAPs historie, viktige arbeidsfelt (med særlig søkelys på persistente organiske miljøgifter, POP-er, og kvikksølv) og hvorfor og hvordan arbeidsgruppens arbeid har gjort en forskjell. Avslutningsvis gjør vi oss også noen betraktninger om hvordan vi kan analysere bruk av kunnskap, og om veien videre i en geopolitisk anstrengt tid. Et hovedargument er at veien fra kunnskap til tiltak ofte er lang og kronglete, noe som igjen tilsier at hvis ikke Arktisk råd og dets arbeidsgrupper overlever den geopolitiske krisen verden står i, vil det ta lang tid å bygge opp disse forskningsnettverkene igjen.

ABSTRACT

The Arctic Monitoring and Assessment Programme (AMAP) and International Environmental Agreements for Reducing Global Pollution

In this article, we present and discuss the role of the Arctic Council’s working group AMAP. AMAP was established in 1991 and is one of the most important working groups in the Arctic Council. The working group has a long history of environmental and climate monitoring in the Arctic. We take a closer look at AMAP’s history, important fields of work (with a particular focus on POPs and mercury) and why and how the working group’s work has made a difference. Finally, we also consider how we can analyze the “use of knowledge” and the way forward in a geopolitically tense time. A main argument is that the road from knowledge to action is often long and tortuous, which in turn indicates that if the Arctic Council and its working groups do not “survive” the geopolitical crisis the world is facing, it will take a long time to rebuild these research networks.
