The Barents Sea contains some of the most valuable fish resources in the world, including the world’s largest cod stock. Since the mid-1970s, Norway and the Soviet Union/Russia have managed the most important stocks in the area together, through the Joint Norwegian-Russian Fisheries Commission. Quotas for the two commercially most important fish stocks, cod and haddock, are split 50-50 between the two countries. Throughout the nearly forty years the Commission has been in operation, compromise between Norway and Russia have has been reached on a number of regulatory measures, Indeed, the authors argue in this chapter, seeking compromise has become the Commission's modus operandi, which might also have had repercussions on Norwegian-Russian relations more widely.
