The report analyses how Russia views other countries’ climate mitigation efforts as a threat to its fossil fuel exports, and how it seeks to counter this by promoting an obstructionist model of carbon regulation. Russia aims to build a non-Western climate coalition through forums such as BRICS, the Shanghai Cooperation Organisation and the Eurasian Economic Union. While these efforts have so far produced few concrete results, partner countries show mixed responses, shaped by both fossil fuel interests and ambitions in the low-carbon economy.
