The report shows how Russia’s already weak climate ambitions have been further diluted during the 2020s under pressure from the fossil fuel industry. Rather than cutting fossil fuel use, Russia plans to reach carbon neutrality by offsetting emissions through forest carbon sinks. These offsets are based on favourable recalculation methods that do not reflect real improvements in forest carbon absorption. Climate projects have delivered limited genuine emissions reductions, and the regional emissions trading scheme (ETS) experiment has contributed only marginally to mitigation efforts.
