Abstract:
From Russia’s full-scale war against Ukraine to the handover of the Norwegian chairship of the Arctic Council, concerns have arisen regarding the Council’s ability to weather this emerging geopolitical challenge. This report delves into the legal and political framework that has sustained the Arctic Council till now, in addition to providing a chronological overview of the events within and outside the Council from February 24th, 2022, till the leadership transition on May 11th, 2023. Multiple incentives have contributed to the Arctic Council’s ability to maintain its work; its role as a knowledge producer and facilitator, its strategic significance as a multilateral platform for cooperation, the inclusion of non-state actors and indigenous peoples in decision-shaping processes, in addition to the incentivizing individual state to demonstrate their commitment to the Arctic Council when addressing climate and environmental issues in the north beyond constraints of bilateral relations. By examining these incentives and contextualizing the recent developments within the Arctic Council, this report seeks to illuminate the council’s prospects for survival in the current changing geopolitical realities.

Fra Russlands fullskala-invasjon av Ukraina til Norges overtakelse av lederskapet i Arktisk råd etter Russland, har det stadig kommet spørsmål rundt rådets fremtid og overlevelse. Denne rapporten undersøker det juridiske og politiske rammeverket som har gjort at Arktisk råd har overlevd til nå. Vi gir også en kronologisk gjennomgang av hendelser både innenfor og utenfor rådet fra 24. februar 2022 til lederskapsskiftet 11. mai 2023.

Flere insentiver har bidratt til Arktisk råds evne til å opprettholde samarbeidet: rollen som kunnskapsprodusent og samarbeidsarena, inkluderingen av ikke-statlige aktører og urfolk, samt enkeltstaters satsing på rådet som en måte å takle klima- og miljøutfordringer i nord, uavhengig av bilaterale relasjoner. Gjennom å analysere disse insentivene og sette de seneste utviklingene i kontekst, søker rapporten å belyse rådets muligheter for å overleve i møte med skiftende geopolitiske realiteter.
