The Arctic Council (AC) is the region’s primary intergovernmental forum to handle rising challenges and opportunities posed by climate change and globalization. Although military security is explicitly excluded from its mandate, the Council plays an important role in indirectly strengthening security and stability in the Arctic. Despite not having legally binding foundation, the AC has been successful in reconciling different interests of Arctic states, contributing to confidence building and regional cooperation. In this book chapter we take a closer look at how the AC operates as a security actor.
