Russia and China signed their agreement not at a base in the eastern part of Russia’s Arctic coastline—which would have been closer to China—but in Murmansk, a three-hour drive from the Norwegian town of Kirkenes. “It’s an example of the closer cooperation between Russia and China, and the fact that it’s taking place in the Arctic is noteworthy,” said Arild Moe.
