Asian states, geopolitical change and Arctic governance

Orbe, Vol 1, February 2016, pp. 36-46. In English and Portuguese (pp. 47-59)

Deeper involvement of geopolitically rising Asian states in the work of the Arctic Council should be regarded as a promising development for Arctic governance. It poses no significant threat to the primacy of regional states or the prominence of indigenous concerns. For the Arctic states, deeper observer involvement in Council activities promises to strengthen the pool of knowledge that underpins the Council’s own policy recommendations, as well as supporting the persuasiveness of those recommendations in a series of global governance institutions crucial to the Arctic in areas like shipping, climate change and environmental toxins.
