This report assesses the implementation of the Norwegian Resource Bank for Democracy and Human Rights (NORDEM). NORDEM was established in 1993, and recruits, trains and deploys personnel to international organizations. NORDEM is a civilian capacity provider specialising in democracy assistance and human rights funded by the Norwegian Ministry of Foreign Affairs. From 2017 NORDEM has been operated by the Norwegian Refugee Council (NRC). This report is an assessment of NORDEM 2017 – 2018 and the effects of transferring operational responsibility from the University of Oslo to NRC.
