The Arctic Council has been criticized for its lack of legal bindingness and, consequently, the assumed low level of implementation among member states. In this project we ask how Norway follows up the Council’s work and knowledge producition, examining certain characteristics of knowledge, recommendations and guidelines (malignancy, precision, monitoring of state behaviour and stakeholder involvement). We ask whether they affect Norway’s use of scientific knowledge produced in Arctic Council Working Groups.
