Klimautvalget 2050 ønsker faglige perspektiver på følgende spørsmål: Hvilke aktører har makt i norsk klimapolitikk eller i sektorer som påvirker klimapolitikken, på hvilke måter, og hvordan virker disse maktforholdene inn på omstillingen til et lavutslippssamfunn? For å besvare spørsmålene har vi innhentet 15 forskningsbaserte bidrag fra en gruppe inviterte samfunnsforskere. Bidragsyterne har tatt utgangpunkt i egen forskning og temaer de er spesielt interessert i å belyse. Denne rapporten presenterer bidragene og en analyse av sentrale tema på tvers av bidragene. Hvert enkelt bidrag har sin tilnærming og omhandler ulike typer makt. Sammen gir de et bredt overblikk over sentrale makt­forhold i klimapolitikken. Alle bidragene peker på at maktforhold og beslutninger som ligger utenfor klima- og miljømyndighetenes styringsområde har stor betydning for omstillingen til et lavutslipps­samfunn.

ABSTRACT IN ENGLISH: The 2050 Climate Change Committee wants informed perspectives on the following questions: Which actors yield power in Norwegian climate policy or in sectors that influence climate policy, in what ways, and how do these power relationships affect the transition to a low-emission society? To answer these questions, we have collected 15 research-based contributions from a group of invited social scientists. Their contributions are based on their own research and topics they are particularly interested in addressing. This report presents the contributions and an analysis of central themes across all contributions. Each individual contribution has its own approach and addresses different types of power. Together they provide a broad overview of central power relationships in climate policy. All contributions point to the fact that power relations and decisions that are beyond the climate and environmental authorities’ areas of authority and steering are of great importance for the transition to a low-emission society.
