As a result of the war, “we’re suddenly reading Russian intentions in a different way,” Andreas Østhagen told Grid. “Up until February of last year, there was an idea that, yes, Russia is increasingly a malign or belligerent actor in the Arctic, but that their intentions were to keep the Arctic as a peaceful area for economic development. All those assumptions have been thrown up in the air.”
