Stock Shifts and Regime Resilience in the Barents Sea

This chapter enquires into why the spatial shift of the Northeast Arctic cod stock, which in recent years has become more abundant in the Russian Exclusive Economic Zone, has not given rise to allocation disputes similar to those over the pelagic stocks in the Norwegian Sea. The chapter concludes that certain institutional features of the Joint Norwegian-Russian Fisheries Commission - notably its longstanding history of facilitating compromises on difficult issues, and the increasing involvement of scientific and technical expertise in the preparation of allocation decisions - are among the main drivers of the resilience of the Norwegian-Russian fisheries management regime.
