Russia has been developing capabilities in the Arctic for almost two decades now. Their goal is to be able to to protect its Arctic territory, but also investing in strategic deterrence mechanisms like submarines and ballistic missiles that could be a threat to the US', said Andreas Østhagen to BBC.
